As Market Access & External Affairs Director (Ukraine, Moldova) you will be involved in: collaboration with global, regional and local cross-functional teams within the process of analyses of the optimal pricing, reimbursement and launch timing;  proactive assessment of trends, policies, and emerging issues and developing strategies, policies, and actions to effectively address issues that impact Takeda business operations; managing the division’s external affairs advocacy through working with key stakeholders in government and in industry associations; strategical support of the business through the development of a market access strategy.


Strategic Initiatives:

  • Developing Market Access strategies and plans and timely execution of market access strategies by collaborating effectively with all internal and external stakeholders
  • Planning and managing strategic initiatives and  maintaining/establishing a market access network including health economic and KOLs, patient groups and policy makers
  • Monitoring & reporting local and regional trends in health policies and activities in particular any important local and regional  policy in terms of pricing, reimbursement and authorities working plans which would impact business and develop effective response strategies and action plans accordingly to ensure business benefit
  • Closely following up that new product registration is completed within targeted timeline in collaboration with the other departments


  • Developing and implementing proactive and reactive pricing strategies for all inline and new products
  • Checking the prices of reference countries and assessing the effect of these prices on the current price levels and taking necessary actions (Reference price updates resulting without price impact/with price increase/with price decrease)
  • Following up Pricing Decree changes and promptly informing Management Team and all related departments
  • Following and implementing the decisions of the local authorities that have an influence on the prices according to the timelines defined

Reimbursement Activities:

  • Preparing and submitting necessary information for the new registered products to the reimbursement organizations
  • Keeping informed all the relevant parties in the company about the reimbursement status of the products and making analyses of changes in reimbursement policies

Government Affairs & Stakeholder Management:

  • Monitoring changes and competitive situation in the environment in order to anticipate risks and opportunities for Market Access and develop and implement payer projects
  • Developing and maintaining relationship with key stakeholders, Government Departments and other payers
  • Collecting information from the market regarding market access in general and for products / competitors specifically in order to identify trends and business opportunities
  • Maintaining and strengthening communication with key decision makers who plays critical role in health policy, pricing and reimbursement processes, opinion leaders
  • Working in coordination with regional and global teams to identify further requirements for value propositions development


  • Minimum four-year university degree in a Pharmaceutical or Commercial discipline
  • MBA degree would be an additional asset
  • Strong command of spoken and written English, Russian and Ukrainian


  • 10+ years of total experience
  • 8 years of solid Market Access experience in a medium to large size reputable, multinational and local organizations
  • In-depth understanding of pharmaceutical industry, preferably both in specialty and primary care therapeutic areas
  • Good understanding of the regional healthcare environment, legal and regulatory frameworks that would affect the business and develop or implement strategic initiatives
  • Excellent knowledge of Market Access, Regulatory Affairs, Corporate Affairs, Government Affairs and Reimbursement
  • Proven ability to think and act strategically, understand industry trends and dynamics, and visualize and develop long term plans
  • Demonstrated relationship and well networked within the Ukrainian business community
  • A strong communicator with a persuasive, influential, and consensus-building style
  • Sense of urgency – gets things done with a “can do” attitude. Strong anticipation skills. High level of integrity and maturity as well as a strong sense of responsibility and good problem solving skills; ability to work under pressure
