Job Description

JOB SUMMARY

The Head of Market Access and Public Affairs is expected to take a lead role in localizing and implementing the integrated payor strategy (evaluate payor mix) to reach optimal funding and maximize access and reimbursement and product value for Takeda products and offerings throughout the product’s lifecycle within MY & SGP. A deep understanding of health care environment trends and patient journeys, including regulatory changes, health insurer’s policies and procedures as well as competitor´s proposition in order to provide input to best serve the patients along their journey is required. The role will drive close collaboration with other teams both within the region and global. The Communications function will also report into the Head of Market Access and Public Affairs and will therefore be required to provide leadership, oversight and guidance to this function, both from an internal and external perspective.

ROLES AND RESPONSIBILITES

  • Localize and execute Market Access (MAx) / value dossiers and Public Affairs strategy that aligns with Global MAx strategy
  • Align with major business aspects for identification and spread, or development of, best practices to gain patient input and involvement in the work of Takeda
  • Strategic planning, and development of programs for operationalization of the market access & Public Affairs strategy/ guidance set by Global. Based on that framework, provide assistance and coaching to key business partners within the organization to gain patient input and understanding
  • Lead the marketing research activities related to payors, value and access in MY&SG, with guidance from Global and provide Global with any valuable MY & SG MAx information
  • Ensure patients gain access to their life changing medicines and vaccines through public and private reimbursement systems specific for MY & SG
  • Setting up 6 monthly check points, to evaluate the sustainability of available Market Access Schemes/Patient Assistance Programs while balancing access and business
  • Overlooks the governance process for MY/SGP pricing and patient access schemes, being a central point for APAC discussion and approvals when necessary
  • Ensure strategic and appropriate external and internal communications in partnership with business needs.

Critical functional knowledge

  • trong understanding of MY/SGP markets and payor environment (e.g.  HTA model, including coverage and reimbursement, pricing and tenders, formulary management, HTA and policy
  • shaping)
  • Proven ability to drive analysis on external pricing and reimbursement environment in development and implementation of product strategies
  • Proven leadership to develop and deliver audience-specific value messages, shape public policies, help local BU engage patients, caregivers, payers and government agencies in all value demonstration and access issues
  • Proven ability to work with complex information and shifting situations in MY/SGP to drive the development and implementation of Market Access / Public Affairs initiatives
  • Establishes and maintains professional, productive relationships with external market access stakeholders and policy makers in the region to support strategy development
  • Strong experience in creation of communication/Public Affairs and advocacy plans, strategic and long-term plans. Oversee the creation, implementation, and execution of the communication strategy, aligned with the commercial priorities, associated message platforms and planning for key internal and external audiences
  • Play an advisory role to the Country Manager about appropriate internal and external executive communication and public affairs activity participation and creating associated materials for speaking events, external board participation and media interviews

Critical business expertise

  • Strong financial knowledge to deeply understand the financial implications of MAx strategy
  • Technical expertise in specialty care reimbursement, payor/managed care organizations, government affairs liasons.

  • Direct impact to GEM P&L given the importance of MAx to maximize drugs’ value throughout its lifecycle
  • Direct impact to Takeda’s brand image and value

Communication Skills:

  • Excellent downwards communication skills to attracts, leads and motivates talents and align them with global strategy and vision
  • Excellent upwards communication skills to (1) internally maintain a common understanding and synchronization in terms of strategy and business operations in MY/SGP, (2) externally develop and maintain continuous demonstration and communication of the value of Takeda offerings to the payors
  • Excellent interpersonal and communication skills to manage cross-functional relationships and coordination e.g., with Medical Affairs
  • Exceptional skills to develop, own and leverage relationships with key stakeholders (e.g., NGOs, other functions) to further strategic initiatives and advocacy

CRITICAL SUCCESS FACTORS & KEY CHALLENGES

  • Deep understanding of payor systems, regulations and reimbursement schemes across MYSG
  • Proven excellent communication skills with civil society/government/NGOs etc.
  • International experience in leading complex initiatives and oversight of budgets and key elements of strategic/global projects
  • Deep and broad understand of various patient journeys across MYSG

QUALIFICATION

  • Bachelor’s degree in Biological and Medical Sciences or equivalent knowledge experience
  • Business knowledge, MBA preferred
  • Fluent English speaker to ensure effective communication across the region and to Global
  • > 5 years direct experience in specialty product commercialization, Global Market Access/Payor Systems
