Technical System Owner – IT and OT Infrastructure

Level: Manager

About the Role

The Technical System Owner for IT and OT Infrastructure is a manager-level position responsible for overseeing the strategy, governance, and lifecycle management of both Information Technology and Operational Technology infrastructure assets across manufacturing and laboratory environments. This leader acts as the primary accountability holder for infrastructure integrity, security posture, and service excellence across the organization's critical systems.

In this role, you will drive the alignment of technology capabilities with business objectives, establish governance frameworks, and work with cross-functional and technical teams to deliver infrastructure initiatives at site, regional, and global scales. You will serve as the senior escalation point for infrastructure-related decisions and own the roadmap for continuous modernization of IT/OT environments. This role will report in to Site Digital, Data & Technology (DD&T) Head.

Key Responsibilities

Strategic Ownership & Governance

  • Define, own, and enforce the IT and OT infrastructure strategy aligned with enterprise digital transformation goals.
  • Execute and maintain global governance frameworks, standards, and policies for all managed infrastructure assets. Build governance objectives when they are not present.
  • Serve as the senior decision-maker for infrastructure architecture, capacity planning, and technology roadmap.
  • Maintain a comprehensive asset registry and ensure all critical infrastructure items are tracked within the Configuration Management Database (CMDB).

Leadership & Stakeholder Management

  • Lead and develop a strategy of IT/OT infrastructure, train technical infrastructure specialists, fostering a culture of technical excellence and continuous improvement.
  • Act as the primary interface between senior Digital, Data & Technology (DD&T), Automation, Operations leadership and the infrastructure function, translating organizational needs into actionable technology strategies.
  • Collaborate with Digital, Data & Technology (DD&T) leaders, site operations, and global servicing organizations to align priorities and resource allocation.
  • Manage vendor and service provider relationships, holding external partners accountable to contractual SLAs and performance expectations.

Infrastructure Lifecycle & Risk Management

  • Oversee the full lifecycle of IT and OT infrastructure systems including design, procurement, deployment, maintenance, and decommissioning.
  • Identify and mitigate infrastructure-related risks, ensuring business continuity and disaster recovery plans are current and tested.
  • Lead the evaluation and adoption of emerging technologies to modernize shopfloor and enterprise infrastructure environments.
  • Ensure compliance with cybersecurity standards, regulatory requirements, and internal audit controls across all managed infrastructure.

Service Excellence & Continuous Improvement

  • Define and track key performance indicators (KPIs) for infrastructure availability, reliability, customer service performance, and security.
  • Drive root cause analysis for major incidents and oversee the implementation of systemic corrective actions.
  • Champion the adoption of IT Service Management (ITSM) best practices across Change, Problem, and Incident Management processes at site.
  • Promote knowledge sharing and establish lessons-learned processes to elevate team and organizational capability.

Project Delivery & Investment Planning

  • Own business cases for infrastructure investment, presenting recommendations to executive stakeholders for approval.
  • Oversee delivery and maintenance of large-scale IT infrastructure projects, ensuring on-time, within-budget execution with measurable outcomes.
  • Coordinate with global program managers to integrate infrastructure workstreams into broader digital initiatives.

Qualifications & Experience

Education

  • Bachelor's degree in Information Technology, Engineering, Computer Science, or a related discipline; Master's degree preferred.
  • Relevant certifications such as ITIL, PMP, TOGAF, or equivalent enterprise architecture/IT governance credentials are strongly valued.

Experience

  • Minimum 10 years of progressive experience in IT infrastructure roles, with at least 3 years in senior technical leadership capacity.
  • Demonstrated experience managing both IT and OT environments within manufacturing, pharmaceutical, or industrial settings.
  • Proven track record of delivering complex, multi-stakeholder infrastructure programs in a global organizational context.
  • Deep understanding of Industrial Control Systems (ICS), SCADA, and manufacturing execution system (MES) environments.
  • Familiarity with cybersecurity frameworks (e.g., NIST, IEC 62443) as applied to critical infrastructure protection.

Skills & Competencies

  • Strong executive communication skills with the ability to influence and present to senior leadership.
  • Strategic thinker with a hands-on understanding of infrastructure technologies and operations.
  • Demonstrated ability to build high-performing teams and lead through organizational change.
  • Experience managing project budgets and vendor contracts.
  • Fluency in English required.

U.S. Base Salary Range:

$116,000.00 - $182,270.00


The estimated salary range reflects an anticipated range for this position. The actual base salary offered may depend on a variety of factors, including the qualifications of the individual applicant for the position, years of relevant experience, specific and unique skills, level of education attained, certifications or other professional licenses held, and the location in which the applicant lives and/or from which they will be performing the job. The actual base salary offered will be in accordance with state or local minimum wage requirements for the job location.
