Job Description

This role builds the intellectual foundation that Medical Excellence operates from, developing the competency frameworks, role archetypes, what good looks like descriptors, and capability roadmap that define what excellence looks like across Medical roles enterprise-wide. The role is the development and design engine within the Medical Capability Strategy & Operations group, translating the Medical Affairs Vision 2030 agenda into a systematic, evidence-based capability architecture that the Head, Medical Capability Strategy & Operations can then govern, align, and champion across the enterprise.

- Own the capability maturity model, defining clear progression standards and capability levels that enable structured assessment, development planning, and performance measurement across the global Medical organization

3. Performance Standards & Measurement
- Define clear, measurable performance indicators that translate what good looks like descriptors into observable behaviors and outcomes, enabling consistent assessment and development planning across the global Medical organization
- Partner with the Head, Medical Capability Strategy & Operations and the Learning Strategy & Operations team to ensure capability performance measurement is embedded in the Bloom learning ecosystem and, over time, in the CXF platform
- Contribute informed input into how capability data can be structured and leveraged within the CXF program, working with DD&T and the Head, Medical Capability Strategy & Operations to ensure the capability architecture is built into the platform design
4. Stakeholder Co-Creation & Enterprise Partnership
- Work in close peer partnership with the Global Scientific Training Leads to ensure capability frameworks are grounded in scientific training realities and that the capability architecture and scientific training curricula are coherently integrated rather than operating in parallel
- Partner with the Head, Europe & Intercontinental Medical Excellence, IBU Medical Excellence & Operations, US Scientific Training, and OBU Scientific Training to ensure capability frameworks and role archetypes are co-created and fit for purpose across the full range of BU contexts and market operating models
- Engage with Marketing & Commercial Excellence, R&D, and DD&T as key stakeholders in capability design, ensuring Medical capability frameworks reflect the cross-functional expectations of what future-ready Medical Affairs looks like
- Provide capability and skillset development input into Takeda’s Enterprise Engagement model, contributing to the rules of the road that govern how Medical Affairs and Global Development collaborate to support clinical studies, ensuring the underlying capability and skillset requirements are reflected in the Medical capability architecture
- Support the Head, Medical Capability Strategy & Operations in presenting and aligning capability frameworks across Global Medical Leadership and enterprise stakeholders, acting as the subject matter expert and design authority
5. Bloom Content Governance & Programme Development
- Contribute to the governance of the Bloom learning ecosystem by ensuring capability framework content, what good looks like descriptors, and related learning assets are current, well-curated, and aligned to the broader program architecture
- Contribute to building internal capability framework design and development bench strength within the broader Medical Capability Strategy & Operations team, supporting the function’s ambition to operate with greater independence from external vendors over time
- Manage external vendor relationships and content development partnerships supporting capability framework design and development as a complement to internal team capability, with accountability for approximately USD $1-2M annual budget for external capability development spend
